to the average wind speeds recorded at eight wind measuring stations, including
Cheung Chau, Airport, Lau Fau Shan, Kai Tak, Sai Kung, Shell Oil Depot on Tsing Yi Island, Sha Tin and Ta Kwu Ling .
When four of the eight wind measuring stations have recorded or are expected to record sustained wind speeds that reach the wind speed range of the No. 3 or No. 8 typhoon and are likely to continue, the Observatory will issue a relevant warning signal.
However, with reference to the tropical cyclones that required the Observatory to issue Typhoon Signal No. 8 or above in the past five years, only three of them reached the standard of "eight out of four".
In 2017, Tropical Storm Locke did not record strong winds at any wind measuring station. At that time, the assistant director and current director Cheng Chuming once explained the picture of Locke's "hanging waves", pointing out that many forecasts at that time indicated that Hong Kong would be hit by strong winds
. The overall wind is not high, but based on public safety considerations, the Observatory decided to issue the No. 8 typhoon.
Leung Wing-wu, the former assistant director of the Observatory, pointed out in a radio program on Tuesday (1st) that whether or not to "hang the wave" depends on how widely Hong Kong is affected by the gale,
and "eight to four" is not a hard indicator, everything depends on the citizens safety first.
