Residents of the liberated areas of the Kherson region "are suffering from a humanitarian catastrophe right now, which was artificially created by the occupiers," Serhii Khlan, a member of the Kherson Regional Council, said during a press conference.

“We have many challenges to renew the normal life of the residents: water, heat, electricity, especially considering that the transformers for electricity were destroyed, it all adds up,” he said.

"There are still difficulties with the connection, although we are now reporting places where people can charge their mobile device and connect from a Starlink to call their loved ones."

He said the power company hoped to restore power to the city within a week, but it could take up to a month.

Authorities warned that the infrastructure must be cleared before technicians can repair it.

Police are also busy launching criminal proceedings for the conduct of the former Russian occupiers, Khlan said.

“Police investigators are working and opening criminal proceedings,” he said.

"I think with some time we will see all these proceedings and all these cases with the Russian war crimes on record."

Future of Black Sea grain deal depends on meeting existing conditions, says Lavrov

By Eve Brennan and Stephanie Halasz

The future of the vital Black Sea grain deal depends on meeting existing terms, Russian Foreign Minister Sergey Lavrov said on Tuesday.

The deal guarantees safe passage for ships carrying Ukraine's grain exports, which are key to the world's food supply, but is set to expire at the end of this month.

The first term, Lavrov said, is “the export of Ukrainian grain and it takes place after the humanitarian corridor was used by the Armed Forces of Ukraine for the export of grain for military purposes.”

Russia withdrew from the agreement in late October, citing drone strikes on the city of Sevastopol in occupied Crimea as the reason for its withdrawal from the agreement.

Russia blamed Ukraine for the Sevastopol attacks.

Ukraine has not confirmed that its forces attacked the city.

“We suspended this operation, but then the Ukrainians confirmed that they will not do this again.

So our Turkish and Western colleagues understand that they must prevent Ukraine from doing these things,” Lavrov said.

The second term, according to Lavrov, is “to remove barriers to the export of Russian grain”.

Lavrov praised United Nations Secretary-General Antonio Guterres, who said he was doing "everything he could."

“But five months have passed and no real results have been achieved,” Lavrov said.

“It is not about promises.

We need to see some action."

“The UN Secretary General assures us, citing his Western colleagues, that all the economic operators who are securing the logistics supply chains of fertilizers and grains from Russia assure him that no sanctions will be imposed on the implementation of trade agreements for our grain, including the entry of Russian ships into European ports, and the entry of foreign ships into our ports," Lavrov said.

Lavrov said he hopes the UN will keep its promises, especially since Guterres himself "said it's a matter of principle," according to Lavrov.

Some background: The deal established a procedure that guaranteed the safety of ships carrying Ukrainian grain, fertilizer, and other food through a humanitarian corridor in the Black Sea.

Under the agreement, all ships arriving and leaving Ukrainian ports were inspected and monitored by international teams made up of officials from Russia, Ukraine, Turkey and the UN.

Russia 'cannot continue to exist in its current form', says Ukrainian official

by CNN

Russia must "go through a political transformation" and "cannot continue to exist in its current form," said a Ukrainian presidential aide.

“There is no need to be afraid of the truth,” Mykhailo Podolyak said on Twitter on Tuesday.

“Russia cannot continue to exist in its current form and the ruling elites.

Russia must lose, be punished for ignoring international law, and undergo a political transformation.

The sooner everyone understands this, the fewer victims there will be.”

"If victory will be ours in any case, and we are sure of it, shouldn't we try to implement our peace formula to save thousands of lives and protect the world from further destabilization?"

Zelensky also called on Russia to stop bombing Ukraine's energy infrastructure as winter approaches.

"Let Russia show by its rejection of terror that it is really interested in restoring peace," he said.

Moscow has been isolated at this year's G20 summit as several Western leaders vowed not to have any contact with their Foreign Minister Sergey Lavrov, who is present on behalf of the Kremlin.
