Starting from the idea that nothing justified an age measure, the Head of State made himself the promoter of a systemic reform (the famous retirement by points), then only parametric, before becoming the advocate from departure to age 65.
It was then explained to a very unreceptive public that this project was essential to finance others,
such as education or health, before swearing that not a euro saved on pensions would go elsewhere.
