When commemorating this Friday the first anniversary of Russia's invasion of Ukraine, Josep Borrell, High Representative of the European Union for Foreign Affairs and Security Policy, stated that "it would be good if those who have destroyed Ukraine pay for the reconstruction".
The diplomat said that Vladimir Putin has failed in his attempt to conquer Ukraine, and blamed the Russian president for the destruction that Ukrainian territory has suffered.
