Former Director General of the Ministry of Environmental Protection will try to rescue the industry from the deep crisis


David Yahalomi, who served as Director General of the Ministry of Environmental Protection from 2020-2021, has been appointed CEO of the Fund for the Encouragement and Development of the Construction Industry.
Yahalomi brings with him extensive experience of senior positions in the public and business sectors and deep familiarity with government ministries and local government.

In parallel to his new position, he will continue to serve as Chairman of the Foundation's Infrastructure Bureau, with the aim of continuing to lead the response to the national infrastructure crisis.

In his role as Director General of the Ministry of Environmental Protection, Yahalomi led, among other things, the Ministry's new waste strategy, at a financial scope of NIS 6.5 billion; a government decision to establish a committee of CEOs that recommended the evacuation of the petrochemical plants from Haifa Bay and the promotion of the Innovation Bay plan; a struggle against polluting power plants that led to the halt of four gas power plants and the introduction of an alternative plan for the construction and use of solar energy and storage; and the inclusion of large bottles in the Deposit Law, a move that transferred hundreds of millions of bottles from landfills to recycling and returned NIS 100 million a year to the public and local authorities.

Yahalomi took up the position at a time when the construction and infrastructure industry is in a deep crisis of rising raw material prices, large gaps in infrastructure, a growing shortage of hundreds of thousands of housing units, and a shortage of professional manpower in the industry, totaling tens of thousands of workers.

Raul Serogo, President of the Foundation, said of the new appointment: "I am convinced that Yahalomi brings with him the experience and skills required for this challenging role, in order to successfully deal with the crisis in the industry and the challenges we face in infrastructure and housing."

Itzik Moyal, Acting President of the Foundation: "Yahalomi's experience and familiarity with the public systems will help promote the industry and successfully deal with the crisis."
