City wants to overturn "Bavaria's most restrictive closure time regulation" – clubs and bars will soon be open longer

A broad majority in the city council wants restaurants and clubs in Regensburg to be allowed to open longer again, thus overturning one of the "most restrictive closure regulations in Bavaria".

Regensburg – It's been 18 years. In 2005, the legal ban was lifted. Apart from a "cleaning hour", pubs, bars and discos were generally allowed to open around the clock. But in Regensburg, this new freedom did not last long.

Longer opening hours for pubs and clubs: Liberal solution was overturned in 2006

After only one year, the then CSU government under Lord Mayor Hans Schaidinger made use of the opportunity to introduce a municipal regulation.

In January 2006, the opening hours for pubs and discos in Regensburg's city centre were cut again. Since then, there has been a general closing time of two o'clock in the morning in the old town area and in Stadtamhof, and discos close at four o'clock.

But that is about to change. A broad majority from almost all factions in the Regensburg city council has made the motion to overturn the previous lockdown regulation and return to the 2005 solution.

The SPD and Brücke, the Greens, the CSU and the Free Voters, Horst Meierhofer (FDP) and Jakob Friedl (Ribisl), Irmgard Freihoffer (Left) and Christian Janele (CSB) are on the joint motion, which will first be put to the vote in the administrative committee and at the end of May in the city council.

The demand: From 1 July, the closure period for restaurants in Regensburg should be suspended on a trial basis. All that is needed is a short passage, which is to be inserted into the corresponding regulation.

If the application goes through the committee and the city council, after 17 years one of the "most restrictive closure regulations in Bavaria" would fall.

Demands from individual parliamentary groups, especially from the entire party youth – from the left to the CSU – and from catering establishments, to abolish this strict regulation were made regularly and every year during the election campaign. And just as regularly, a majority in the city council rejected this request.

The complaints had increased in 2005, the violent crimes also, it said. But there was no real evidence of this.

Now they want to take another look at the whole thing and – if the experience is positive – permanently tilt the lockdown period. Alexander Irmisch (SPD) hopes that this will equalize what is happening in the old town, but also an upswing for the gastronomy.

Brücke city councillor Tom Mayr considers the current regulation to be counterproductive anyway. "As a result, many people are out and about in the alleys of the old town at the same time at night."

CSU leader Michael Lehner speaks of an "orderly role" that gastronomy plays in nightlife. "This should also be possible after two o'clock." And co-initiator Anna Hopfe (Greens) promises close support of the test phase by the public order office and the night shift project, social workers who are on the road at night to address and sensitize people who are on the move.

By suspending the closure period as a test, the city council hopes in particular to relieve the burden on the public order office. The "time-consuming processing and examination of individual exemptions for shortening of blocking periods" would be eliminated, according to the application.
