Spat on the victim, broke his hand and submitted a false report: The Police Investigation Department today (Thursday) filed an indictment in the Haifa Magistrate's Court against police officers Tomer Levy and Asher Elgali, after they violently assaulted a man and caused him to break his elbow.
The indictment, filed through attorney Sivan Doc and investigated by the Northern Team of the Police Investigations Department, indicates that towards the end of a police activity initiated in the city of Araba, which the complainant tried to photograph using his mobile phone, the defendant Tomer Levy approached him and demanded that he leave the area. The complainant pulled back and immediately afterwards Levy spat at him. In response to Levy's actions, the complainant said, "Taffy on you," which led to Levy running after the complainant, shouting at him to stop, and the complainant stopping.

At this point, another policeman who was at the scene approached the complainant and held his hands while the defendant, whom Elgali approached, hit the complainant in the head with an object he was holding in his hand and knocked him to the ground, without any justification or grounds for using force against him. Subsequently, while the complainant was neutralized, Elgali kicked his body, resulting in a fractured elbow and requiring medical treatment. At the end of the incident, Algali wrote a false action report, in which he stated that the complainant fell to the ground several times during his flight, and as a result was bruised.
Finally, before the complainant was put into the police car, Levy asked everyone present to leave, whispered in the complainant's ear, "I'm Tomer Levy, I'll f*ck your mother," and punched the complainant on the head.
The indictment accuses the defendants, each in part, of committing offenses of assault causing actual injury, obstruction of justice, unjustified assault and threats.
