Data from the Knesset Research and Information Center reveal a surge in the number of Palestinians arrested on suspicion of terrorism and allowed to enter Israel • Milwicki MK: "Too lenient policy"


Ten percent of Palestinians arrested for security offenses in recent years had permits to enter Israel. This is according to a new study by the Knesset Research Institute. The data revealed indicate a sharp jump in their numbers in just a few years.

The document was written at the request of MK Hanoch Milwicki (Likud) together with the Im Tirtzu movement, and reveals disturbing information that hundreds of Palestinians allowed to enter Israeli cities were involved in terrorism.

According to police figures, between 2022 and 2018, over 21,10 Palestinians were arrested for involvement in security offenses, of whom about 2 per cent, 115,2018 Palestinians, had permits to enter Israel. Thus, while 212 Palestinians with entry permits were arrested in 2021, in 767 there was a sharp jump in the number due to Operation Guardian of the Walls, reaching 580 detainees, a trend that halted slightly last year, with <> detainees.

Failure of the IPS

It was also revealed that 18% of entry permit holders arrested for security offenses were arrested in Israel.

According to police figures, between 2022 and 2018, only 33 Palestinians were arrested for the offense of illegal stay. This is a much lower number than the number of IPAs in Israel's cities, because the head of the Prosecutions Division instructed that an arrest could be made for an IPS offense from the third offense onwards. During those years, 169 prisoners were arrested for involvement in security offenses, 83 of them in Israeli cities and the rest in Judea and Samaria.

"Reduce permitting"

In the margins of the document, the numbers of detainees in Judea and Samaria were revealed, in passing. According to police figures, 78,742 Palestinians were arrested in the years examined, of whom 27 per cent, some 21,2020 detained, were arrested for involvement in security offenses. "A 35% increase in the involvement of Palestinians with permits to enter Israel in terror and security offenses is 100% too much," said MK Hanoch Milwicki, who initiated the study. "We will not allow harm to the security of the residents of the State of Israel in order to provide economic welfare to the Palestinians. I intend to appeal to the Chairman of the Foreign Affairs and Defense Committee, MK Yuli Edelstein, and convene a discussion as soon as possible regarding the policy that is too lenient in granting entry permits to Israel."

Alon Schwarzer, Head of Research and Policy at Im Tirtzu Movement: "It is inconceivable that the right to livelihood of the Arabs of Judea and Samaria and Gaza will override the right to life and security of the citizens of the State of Israel. In addition, the data on the involvement in terrorism of permit holders for the purpose of visiting prisoners require all relevant authorities to act immediately to reduce the granting of this permit. We call on Foreign Affairs and Defense Committee Chairman MK Edelstein to urgently convene the committee and demand answers from the defense establishment."
