"Tartar is actually a dish of fresh chopped fish or beef, to which ingredients are added that help compliment their natural taste," explains the chef of the Safra restaurant in Rehovot, Benny Madar, adding: "The most important value when preparing tartar is freshness - the raw material must be extremely fresh.
