In contrast to the oral agreements with Netanyahu, no text of a new recruitment law or a memorandum of law was brought to the government that could be discussed.
Alternatively, a draft resolution was brought before the ministers that seeks to regulate national service for yeshiva boys as well as benefits for those who serve. Ministers Goldknopf and Frosh were outraged and even voted against the resolution.
The current law will expire at the beginning of July, and then there is a legal obligation to recruit Haredim like the rest of the population. Even if the law is not enacted, the coalition plans to freeze the situation by way of a temporary order or a Defense Ministry regulation that will extend the principles of the existing law.
Minister of Jerusalem and Jewish Tradition Meir Frosh said in a discussion at the cabinet meeting on the draft law: "There is no written instruction in the proposal that the defense minister must submit a memorandum of law to regulate the status of yeshiva students, these words are not written in the proposal, even though we are told this again and again orally.
"Just as it is written that a law must be prepared to honor service, it should be written that a law must be prepared that those who study Torah are not drafted. The proposal also states that the law will be approved by the end of winter, even though it was agreed at a meeting with the prime minister that they would not smear it and would finish the legislation by the middle of the winter session."
In the coalition agreements with the ultra-Orthodox, it was signed that the draft law would be brought before the state budget. As is well known, the coalition did not have time to enact both the budget and the draft law, and the budget passed. The ultra-Orthodox are now demanding that the legislation of the draft law be advanced and completed.
