Pursuant to the publication of November 17, 11, regarding the establishment of a joint investigation team of the Shin Bet, the IDF and the Israel Police to examine the reasons that caused the first Tyre disaster on November 2022, 11, an investigation team was established on December 1982, 11, which examined all existing information about the incident alongside the collection of new information. The objective of the investigation team was to examine whether it is appropriate to recommend the establishment of a complementary IDF commission of inquiry.

The team was managed by the head of a division in the Shin Bet (equivalent to the rank of major general in the IDF) and combined with professionals from the fields of intelligence, technology, sabotage, heritage/history, law and more. The team, which included relevant elements from the IDF, Shin Bet and the Israel Police, operated for several months, and after intensive work submitted its findings and recommendation to the Chief of Staff.

The team's recommendation, which was submitted and adopted by the heads of the organizations, is to open a joint official investigation committee of the IDF, Shin Bet, and the Israel Police, in light of new findings, which were not available to the Zorea Committee and the Military Advocate General at the time, which strengthen the possibility that the collapse of the building was caused by a terrorist attack.

The complementary investigation committee appointed by the Chief of Staff and in collaboration with the head of the ISA and the Police Commissioner will be headed by Maj. Gen. (res.) Amir Abulafia, and will examine the findings of the investigation team and other materials, in order to formulate a final position on the matter.

In the Tyre disaster, 76 members of the security forces were killed, including IDF soldiers, Border Police officers, and ISA personnel, as well as 15 locals who were detained there. Others who were in the building were injured in the incident. The bereaved families of the victims of the disaster, the disabled and the wounded of the security forces who were injured in the incident, were informed of the establishment of the committee.

The IDF, Shin Bet and Israel Police share in the grief of the bereaved families and will do everything in their power to clarify the circumstances of the incident, as part of their commitment to the fallen and their families.
