Currently, about 173,000 potential tax refund recipients receive green envelopes from the Tax Authority at home. This is the third time in the past nine months that the PA has contacted citizens after an examination of their salaries revealed that they paid excess tax and have the potential for a tax refund. In this round, the green envelopes were sent after reviewing the 2018 salary reports. Recipients of the 2018 green envelopes can apply for a tax refund until the end of 2024, and sending the envelopes now gives them an extended period of time to review and apply for a refund.

According to the Tax Authority's announcement, "The tax refund initiatives of the Tax Authority's Assessment and Audit Division reflect the Tax Authority's goal of collecting real tax and exercising citizens' tax rights." The authority branded the envelopes and letters of tax returns in a light greenish color in order to differentiate them from regular PA mail and attract the attention of recipients, who have an envelope worth money in their hands and must handle the refund.

As noted, in this round, the Authority identified about 173,000 citizens who did not submit requests for a tax refund for 2018, and an examination of their salary reports revealed that they may be entitled to a refund due to the fact that they paid excess tax for various reasons, such as working for two employers, not coordinating taxes, changing marital status, etc. As detailed in the letter in the green envelope, it is suggested to check their eligibility for a refund through the simulator even before submitting the application, and of course, If it appears that there is eligibility for a refund, and submit an application, by December 31, 12, using the form attached in the envelope.

In the last quarter of 2022, about 75,000 green envelopes were sent for the 2016 tax year, and so far about NIS 38 million have been returned, in the first quarter of 2023, about 150,000 green envelopes were sent for the 2017 tax year, and so far more than NIS 12 million have been returned. In both rounds, this is an interim sum as there are additional requests for reimbursement in processing procedures and tax refund requests for 2017 can be submitted until the end of December 2023.
