Israel's High Court of Justice issued a conditional injunction Wednesday evening in a petition filed by women's organizations against the government for not representing women in senior positions in government ministries. In January, the underrepresentation of women in chief executive positions in the 37th government was revealed for the first time in Walla. Since then, only two women have been appointed as director-generals out of 31 government ministries. The panel of justices, headed by Deputy President Uzi Fogelman, ruled that the government must respond within 60 days to why guidelines have not been set for the duty of fair representation set forth in the Women's Equal Rights Law.

The Women's Lobby, Naamat, Dvora Forum, and Attorney Hagai Kalay, who filed the petition, welcomed the court's acceptance of their position. "Positions of trust are not only for men," they stated, "this is an important decision, which will hopefully bring about a change in the actual representation of women in the public service, and will also give them a place at the decision-making table. We will continue to fight for equal representation for women, to ensure that wherever decisions are made, 51% of the population has a voice."

In today's hearing, the state admitted that it does not meet the conditions of the law, but it does not see fit to interfere in the appointment of ministers, certainly not in positions of trust.

So far, there are only two female directors general in government ministries: Director General of the Ministry of Information Gali Sambira and Director General of the Ministry for the Advancement of the Status of Women Merav Stern. This is a sharp decline from the previous government, which broke a record of nine female chief executives, but also the lowest level to which the representation of women in senior management has fallen in more than 20 years.

The Women's Equal Rights Law of 1951 and the Civil Service Law stipulate that civil service employees, at all ranks and professions, in every ministry and in every auxiliary unit, will give appropriate expression to the representation of members of both sexes, and also applies to the appointment of directors general to government ministries. The women's organizations that petitioned the High Court of Justice sought to determine that the government had breached its duty to adequately represent women in appointments to the positions of director-general of government ministries, to order the cancellation of the appointments, and to rule that the government should order alternative appointments so that half of the directors general would be women.
