In 2020, the Court of Auditors estimated at 10 billion euros the expenditure devoted annually by the State to urban policy. To this must be added the expenditure of the national urban renewal programme: 12 billion between 2003 and 2012, then 9 billion from 2016 to 2034, or about 700 million euros per year. Unfortunately, there is no overall figure for public expenditure on urban policy by all public funders, particularly local authorities.
Nevertheless, we can consider that, since the early 2000s, between 150 and 200 billion have been spent on urban policy. Billions to which should be added the expenditure of HLM, APL, social aid under criteria of means (about 100 billion euros per year ...). Colossal sums are put on the table by the France to appease and avoid conflagrations and social anger.
