Over the past year, 52 Israelis have been murdered by Palestinian terrorists, many of whom came from Jenin," Argan wrote in his letter.

Regarding the terrorist infrastructure, the ambassador wrote: "The terrorists operating in Jenin are constantly exploiting the civilian infrastructure, including schools, hospitals and places of worship, all for the purpose of their terrorist activities. Terrorists are the ones who put the civilian population in danger. During the operation, the IDF found many explosives manufacturing facilities containing hundreds of improvised explosive devices, a shaft used to conceal weapons, a tactical observation room, and hundreds of various weapons and ammunition.

"While the IDF operated in the Jenin refugee camp with a strict focus on terrorist infrastructure, Palestinian terrorists have harmed and continue to harm Israeli civilians. The international community and Security Council must unconditionally condemn recent Palestinian terror attacks and hold the Palestinian leadership accountable."
