Histadrut Chairman Arnon Bar-David and Business Sector Presidency Chairman Dubi Amitai met on Thursday with Prime Minister Benjamin Netanyahu, the Prime Minister and opposition leaders on their compromise outline to reduce the grounds of reasonableness. The outline, which was formulated on the basis of the proposals of Prof. Yuval Albashan, Prof. Yedidia Stern and Adv. Raz Nizri, former Deputy Attorney General, was intended to promote broad consensus among the people and prevent the deepening of the rift in Israeli society.
The chairman of the Histadrut and the chairman of the business sector presidency said: "We call on everyone to immediately stand behind a balanced compromise outline for the future of the state and the salvation of Israeli society."
Knesset Channel
According to the outline of the Chairman of the Histadrut and the Chairman of the Business Sector Presidency, the grounds of reasonableness will be reduced in such a way that it will not be possible to invalidate government decisions or ministerial decisions by virtue of their authority by law, provided that these decisions relate to policy matters and were discussed and approved by the government in its plenum. In addition, it will not be possible to invalidate government decisions regarding the appointment of ministers and deputy ministers by virtue of the grounds of reasonableness.
Other ministerial decisions – whether according to their direct authority, by virtue of powers delegated to them by the government, or by virtue of section 34 of Basic Law: The Government, as well as government decisions regarding appointments that do not require Knesset approval, will continue to be subject to judicial review even on the grounds of reasonableness. These changes will not apply in a transitional government, from the moment elections are declared until a new government is formed.

Representatives of the coalition and opposition will continue intensive dialogue in order to reach agreements on the other issues. The government will declare that no legislation will be made on issues related to legal reform without the consent of 75 Knesset members over the next 18 months. According to Histadrut sources, this is only a preliminary outline intended to return the sides to a dialogue that will serve as a basis for dialogue.
Senior coalition officials responded to the Histadrut's outline: "We want a compromise and are working towards a compromise, but demanding a freeze of a year and a half is chutzpah."
