The Shell Republic, or Konak Republic, is a so-called state (i.e., a state that appears to be an independent entity but has not received official recognition from other states) created as a "disengagement" from the United States by some residents and local government officials on Key West Island, near Florida, on April 23, 1982.

The event that triggered Key West's "disengagement" was a U.S. Border Patrol checkpoint on the road connecting the island to the mainland. The checkpoint was intended to prevent drug smuggling from the island into the United States, but caused damage and distress to the local population. In protest, Key West Mayor Dennis Vardlow announced the secession of the Florida Keys from the United States, and even war against the United States. However, the "war" lasted only one minute, and manifested itself in the breaking of a loaf of bread on the head of a man who wore the uniform of the US Navy for the ceremony, as a symbol of the "breaking" of ties between Key West and the United States. Immediately after that "war", the Konak Republic "surrendered" and applied for international foreign aid.

Although in practice the island is still part of the United States, the unique identity of the Shell Republic has been preserved ever since in order to encourage tourism to Key West, and the island's symbolic "disengagement" declaration created significant publicity for it. Shell Republic officials were invited to the Summit of America in Miami in 1994, and representatives of the shell were officially invited to Florida's Jubilee celebrations in 1995.

From time to time, the "war" between the Republic and the United States is even rekindled: in September 1995, when it was revealed that the US Navy was about to conduct a military invasion exercise on the island, without coordinating it with the inhabitants. The council sent a sailboat to "attack" U.S. Coast Guard ships with water balloons, shell pancakes and Cuban bread, and although the "attack" was repelled by Coast Guard hoses, the Navy apologized the next day, holding a "surrender ceremony" two days later. In 2006, when the U.S. government went on strike over budget disputes, the state's residents "invaded" Operation Jefferson in sailboats to keep the tourist-attracting park open, but found no workers willing to accept donations and continue to serve tourists.

The Shell Republic celebrates its "independence" annually on April 23, with a week-long festival that includes parades, parties and other events. The festival is a popular tourist attraction and a celebration of the unique culture and heritage of the region.
