The Élysée has announced the appointments of former ministers and advisers who are "recast" from the beginning of August. Pap Ndiaye, a 57-year-old academic, had stayed for 14 months on rue de Grenelle. The news was made official by the Élysée in the minutes of the Council of Ministers. He will take up his post in Strasbourg from 1 August, within this organisation which ensures the defence of human rights in Europe.
The arrival at the Ministry of Education of this specialist in the social history of the United States and minorities had been one of the main political bets of the beginning of Emmanuel Macron's second five-year term. But for lack of political experience, he had never really managed to extricate himself from the shadow of an omnipresent president on the theme of school. Pap Ndiaye, who was also director of the Museum of the History of Immigration in Paris, will take up his post within this organization that ensures the defense of human rights in Europe. He succeeds Marie Fontanel, who has been in office since 1 September 2020.
The France is one of the 46 member states of the Council of Europe. The ambassador representing the France sits weekly in the Council's "Committee of Ministers", whose main function is to ensure the implementation by member states of judgments and certain decisions of the European Court of Human Rights.

Mathilde Felix-Paganon, Foreign Affairs Counsellor, becomes Ambassador, Permanent Representative of the France to the Political and Security Committee of the European Union in Brussels, effective 1 August 2023.
The prefect Marie Lajus, will henceforth, from 1 September 2023, be senior advisor at the Court of Auditors, where she will join Yves Guegano who will also be appointed on the same date, senior advisor, as well as the former university professor, Eve Caroli.
