"The dual role gives the Knesset member unacceptable leverage that establishes the possibility of indirect material enjoyment or at least more appearance":The Knesset Ethics Committee clarified today (Sunday) to Knesset members that the promotion of a bill by a MK conducting legal proceedings against someone connected to the bill is a conflict of interest and imposed restrictions on MK Moshe Saada of the Likud regarding the promotion of the DIP Law.

MK Saada is suing the DIP against them for half a million shekels and therefore will not be able to advance the legislation. The clarification came after MK Efrat Reitan's appeal against Saada, who wants to remove the Police Investigations Department from the State Prosecutor's Office and transfer it to the Ministry of Justice.

It should be recalled that the DIP Law was approved in a preliminary reading in the Knesset plenum in February 2022. The proposal was supported by 62 Knesset members against 52 opposed. It was proposed that the DIP be subject to the supervision of the Ministry of Justice. In addition, it was also proposed at the time that the Department of Investigation deal with the investigation of offenses committed by prosecutors from within the State Prosecutor's Office.

The Ethics Committee's legal counsel's claim of a conflict of interest is fundamentally baseless. The law actually strengthens the DIP, for the simple reason that it turns the head of the DIP into an entity that supervises the State Prosecutor's Office and the police completely independently

Saada responded to the decision not to allow him to promote the DIP Law for fear of a conflict of interest, saying, "The claim of legal counsel in the Ethics Committee regarding a conflict of interest is fundamentally baseless. The law strengthens the DIP for the simple reason that it turns the head of the DIP into an entity that supervises the State Prosecutor's Office and the police completely independently."
