According to the bill, which was also backed by legal counsel at the Ministry of the Interior, the Local Elections Law will remove the restriction that does not allow the chairman of an appointed committee to stand for election in the local authority in which he is appointed. The proposal was born after attempts to extend the committee's term of office met with impasses.

The week the bill was introduced, the Knesset gathered signatures in favor of passing the bill that would allow the head of the committee called in Tiberias, Boaz Yosef, to run in the upcoming mayoral elections. The wording of the proposal circulated among MKs without the name of the initiator, but the person identified with the initiative is MK Amit Halevy of the Likud.

MK Halevy said of the law: "The residents should be given the right to choose the best candidate in their opinion, and certainly they should not be prevented from choosing someone who they believe benefited them and brought the city out of crisis, even if he did so as chairman of a committee."
