The Knesset plenum today (Sunday) approved the second and third readings of the bill to prevent employment in certain institutions of those convicted of violence against children and helpless people by MKs Ofir Katz (Likud) and Ron Katz (Yesh Atid). 24 Knesset members supported the proposal on its third reading, and no MK opposed it.

The bill stipulates that the employment of an adult convicted of violent offenses and abuse against children up to the age of six and helpless while responsible for them in certain institutions should be prohibited. The prohibition period will be ten or 18 years depending on the maximum penalty for the offense for which the person was convicted. In order to enforce the prohibition on employment, it is proposed to establish a requirement for police approval as a condition for employment in such institutions.

It was also proposed to establish an expert committee authorized to exempt from the prohibition a person who was convinced that he did not pose a danger to children or helpless people. In addition, an arrangement is proposed that allows the parent of a child or the person responsible for a helpless person to request that he be presented with a police certificate regarding employees in such institutions, as well as regarding a caregiver employed at home by the parent or guardian.

At the same time, it is proposed to establish a prohibition on the transfer of information or on any other use of police approval. A unique arrangement is proposed regarding an employer that is a local authority, according to which a list of employees for whom police approval will be presented to the local parents' representative, and that the Ministry of Education will be excluded from this arrangement.

The explanatory notes read: "In recent years we have witnessed a widespread and shocking phenomenon of abuse of helpless people. What adds insult to injury is that some of the caregivers who were abused went back to work in education and care and committed assault or abuse again. A person who abuses a helpless person for whom he is responsible teaches by his behavior that he is a danger to society, and even more so a danger to those helpless people, and therefore he must be removed from this population."
