Iffeldorf – Since the Iffeldorf residential district on the street "Faltergatter" was built in the 1990s, there have always been problems with flooded streets and flooded cellars. The neighborhood is located in a hollow, the groundwater is usually high. During heavy rains, the water will not be able to drain away. In addition to the butterfly gate, the neighbouring area north of the Alpine Road is also affected. In the past, homeowners and the municipality have reacted with measures. However, this does not solve the problem.

Landowners have long cherished the desire

On the other hand, private landowners have long wanted to turn an area southwest of the residential district into building land. In the land use plan, it is already marked as a general residential area. There were already considerations for a development plan twelve years ago, which led to protests from local residents. Their fear is that a new development area could exacerbate the situation. The development plan procedure was cancelled at that time.

Office evaluates three available expert opinions

However, the possible building area "Faltergatter II" did not disappear completely from the agenda, the building land request of the property owners continued. In 2019, the issue came back on the table when the municipal council, then under Mayor Hubert Kroiß (CSU), spoke about a development plan. As a result, 140 signatures were collected against the project. Later, Kroiß's successor, Hans Lang (SPD), took up the issue. At the 2021 citizens' meeting, he said that the new Iffeldorf building land model could take effect there. The municipal council commissioned an office to evaluate three existing reports: the subsoil reports from 1990 and 2011 and a water management study from 2012. According to Lang, it is important to him and the municipal council that it is transparent to the public.

Recently, a groundwater measuring station has also been put into operation at the Faltergatter, which the municipality has installed. Previously, she relied on private data. When the groundwater is low, the mayor explains, there is water on the road during heavy rainfall, but it is quickly gone. However, if the groundwater level rises due to prolonged rainfall, the risk of severe flooding increases again during heavy rainfall.

Municipality: No development as long as surface water problem is not solved

According to Lang, the conclusion from the evaluation of the three reports is clear: no further development is possible as long as the surface water problem has not been solved. "Residents are already worried that there will be more flooding." Especially since heavy rainfall events are increasing. There should be no aggravation by a development, he says. The report shows ways in which the surface water could be discharged – by discharging it into the Bodenbach or into the nature reserve. In his opinion, however, this is not feasible.

The mayor considers further investigations to be useful, "because it is also about improving the situation for the residents". But without a solution that takes away the horror of the heavy rain in the area, "there will be no development," he says.

In principle, the municipality would have an interest in a building land designation. According to the Iffeldorf model, it could buy 50 percent of the building land and build it itself. Maybe an apartment building or terraced houses? It's not worth thinking about because you don't know if anything will come of it, Lang explains. For this to happen, the framework conditions would have to be right. "As long as there is an additional danger to the residents, I rule it out."
