The petition asked the court to declare the decision null or void because, according to the petitioners, it was illegal. "The decision marks a new low in the annals of the respondent, in the annals of the state," it said. "Since the rule of the British Mandate and the disturbances in the Jewish community, no prohibition on Jewish prayer accessories, on a partition has been heard in the Land of Israel – until now." According to the petitioners, in recent years prayers have been held on Dizengoff Street, using a partition, and so far the municipality has not thought of banning the phenomenon.

The Tel Aviv municipality forbade the Jewish Head organization from holding segregated prayers on Dizengoff Street, as has been the practice in recent years at the beginning and end of Yom Kippur. Following this announcement, the organization announced that it would not hold an event without separation.

Free Israel Executive Director Uri Kedar commented on the gender separation ruling in Dizengoff: "The Tel Aviv municipality did well to allow prayer in the public space, where anyone can stand wherever they want, while at the same time forbidding the construction of partitions in Dizengoff Square. Gender segregation cannot exist in the public sphere, and thanks to the great awakening of the liberal public, its expansion into all areas of our lives is currently halted. We wish a beneficial fast for everyone and everyone, and thank the court for ruling the obvious – there are not and will not be partitions in the middle of the city streets.
