In an unusual move, Elisha Yared, suspected of involvement in the killing of a Palestinian in the Burqa incident, was expelled from Judea and Samaria on Friday and previously served as a spokesman for MK Limor Sun Har-Melech (Otzma Yehudit). Security sources are now explaining his expulsion, saying: "The purpose of the order is prevention, not punishment."
"Yared is a prominent, influential and leading figure in Judea and Samaria regarding incidents of friction between Jews and Palestinians," they explained, adding that "Elisha operates in the Binyamin area in an orderly manner with meticulous planning and control over events."

Security sources say that "Yared leads and persuades hilltop boys, teenage minors, to get closer and closer to shepherds and Arab communities in order to create friction with them, thereby endangering them and the security of the area."

"His activity clearly creates an escalation between Jews and Arabs, even in calm areas that are outside the circle of violence – and all this is deliberate," they said, stressing that "the order is a preventive act, not a punitive one. Its goal is to reduce the level of tension on the ground and prevent young people from being led to proactively create friction with Palestinians."
"The friction with Palestinians on the ground both endangers these young people and incites the atmosphere on the ground, which is already tense in light of the enormous scope of terrorism over the past year," the sources said, adding that it "brings more into the circle of terror and violence and draws the attention of the security forces from dealing with Palestinian terrorism."

In addition to his expulsion from Judea and Samaria, Yared was forbidden to contact Rabbi Menachem Ben-Shahar, one of the leaders of the protests against terrorism in Judea and Samaria, for which he serves as spokesman.
Yared himself rejects the claims, saying, "The vindictiveness of the Jewish department of the Shin Bet and the head of the Central Command over the collapse of the dossier they invented and inflated is breaking new records. This order is part of a draconian attempt to prevent my legitimate settlement activity through dictatorial means."
