The district politicians want to set an example: that the municipalities will not continue to step in if the federal government cuts funds. The victim in this specific case is the multi-generational house in Dachau, whose grant application was rejected in the district committee.

Dachau – The politicians of the district committee want to set an example by rejecting the application for an increase in subsidies for the multi-generational house. "The municipal level cannot always absorb everything. The end!" scolded Franz Obesser. According to a letter from the MGH, the fact that the multi-generational house (MGH) of the Awo has applied for more money at all is also due to the fact that federal funds will be cut in the coming year: namely probably by 2000,38 euros to 000,7000 euros. 5000,12 euros more funding was requested: instead of 000,<> euros from next year, <>,<> euros.

The multi-generational house (MGH) in Dachau, founded in 2008, is a project funded by the "Federal Program Multigenerational House" under the auspices of the Workers' Welfare Association (Awo). The idea of multi-generational houses was launched in 2006 by the Federal Government, as explained by the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth. Multi-generational houses are intended to transfer the principle of the former extended family into modern society. Young and old meet in a public space, benefiting from their different skills, experiences and interests.

In the first few years, multi-generational houses were subsidized annually by the federal government with a subsidy of 40,000 euros. From 2012 onwards, the funding regulations changed: there were 30,000 euros per MGH from the federal government only under the condition that the respective municipalities co-financed the amount of 10,000 euros. The co-financing by the municipality was intended to promote the embedding of the multi-generational house in the municipality and to strengthen the role of the houses as municipal actors. The district and the city got on board and gave 5000 euros each. In 2021, the federal government increased to 40,000 euros, with additional budget funds added depending on availability. In total, with the 10,000 euros from the city and district, the total funding in the years 2020 to 2022 amounted to just under 60,000 to 63,000 euros.

"Savings targets" lead to a cross-off list, which also includes the MGH Dachau

However, the federal government has now announced a reduction of 2024,2000 euros for 38, to 000,2024 euros. Together with the subsidies from the city and district, the MGH would receive only 48,000 euros in <>, as the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth informed in advance in a detailed letter: "Unfortunately, the federal multi-generational house program could not be excluded from the implementation of the savings targets."

Wiebke Kappaun, chairwoman of the MGH Dachau, turned to District Administrator Stefan Löwl. In a letter, she pointed out that the MGH would have to cope with a strong salary increase above the tariff next year, in addition to the announced reduction of the Federal Ministry. "For us, it would mean a reduction in the supply from the current 25 hours of the line to 20 hours, so we would not be able to maintain the offer (as it is now) under any circumstances," says Kappaun. This is particularly dramatic, "because we need the offer right now". It would even be important to expand the offer even further – so ask them to increase the previous subsidy from 5000 to 12 000 euros.

"We will not agree," announced Stefan Kolbe, chairman of the CSU parliamentary group. He emphasized that he did not question the usefulness of the multi-generational house, "but the municipal budget cannot compensate for what the federal ministry is cutting." Michael Reiter (Free Voters of the Dachau district) also justified his rejection as follows: "We at the bottom cannot always absorb everything that is cut at the top." Franz Obesser emphasized: "As long as the municipal level absorbs everything, nothing will change." It's about setting an example.

Johann Groß (FW), on the other hand, found it "a pity that the parliamentary groups are talking their way out of austerity". He spoke out in favour of withdrawing the application and bringing the subsidies for the multi-generational house back to the table during the budget consultations. "It's worth more to me!"
