The extent of the horror left by the terrorists in Kibbutz Kfar Azza/Avi Rokach is exposed
The government announced the establishment of an administration to coordinate the reconstruction of the western Negev, which was damaged in the Hamas terrorist attack on October 7. The "Revival Administration" will begin its activities immediately, and will operate for five years. It was headed by Brigadier General (res.) Moshe Edri, and would be subordinate to the Prime Minister's Office. The initial budget granted to it is NIS <> billion. "It will work to return residents to their places of residence with stronger social and economic infrastructures than ever before," said the announcement of its establishment, issued by the Prime Minister's Office, the Finance Ministry and the Secretariat itself.
The Secretariat's area of activity was defined as "Greater Sderot" and the communities of the regional councils of Eshkol, Hof Ashkelon, Sdot Nagad and Sha'ar Hanegev – authorities located within seven kilometers of the perimeter fence. The cities of Netivot, Ofakim and Ashkelon, which were also hit in the current campaign by terrorist attacks and rocket fire from the Gaza Strip, are not included in this list.
The tasks set for the principal are many and complex. These include the rehabilitation and strengthening of the fabric of life of the affected communities, in material, social and psychological aspects; construction, rehabilitation and physical development of the area, which sustained extensive damage to infrastructure and structures in the attack; strengthening resilience and sense of security; assistance to economic and agricultural activities; and centralizing the joint responses of the authorities in the region. One of the main functions of the Secretariat is to coordinate all these with the various government ministries, as well as with civil and private initiatives.

Four main teams will operate within the framework of the Secretariat, which will include representatives from all government ministries and relevant bodies. the "Adam and Community" team, which will be responsible for education, health, welfare, Population Administration services, and mental health assistance; the "Construction and Housing" team, which will deal with both solutions for the evacuees and the development of the region; the "Infrastructure and Environment" team, dedicated to the surviving super-infrastructures for the rehabilitation of the region; and the "Business and Agriculture" team, which will coordinate assistance to economic activity in the region. Another team will deal with removing barriers and streamlining work, with the Ministry of Defense serving as an executive arm for the relevant issues.
"The Takuma Administration, whose decision to establish it has now been made, is an important message to the residents of the communities and to the citizens of the State of Israel in the mission to restore security and strengthen national resilience," Edri said. "The task of rehabilitating and developing the Takuma region does not end only with returning the residents to their homes, but also includes strengthening and developing the local economy, agricultural fields, rehabilitating all infrastructures, creating new jobs and expanding growth to new dimensions. I take this opportunity to send my condolences to the families who lost their loved ones, wish the missing and abducted to return home safely, and send my best wishes for a speedy recovery to the wounded. We are launching today and will update at every step of the process."
