"The next mammoth project": New school building for 76.5 million euros?

The Munich-based engineering firm Hitzler recommends that the city of Penzberg replace the Bürgermeister-Prandl-Schule, most of which is more than 60 years old, with a new building. Penzberg – For several years now, the city of Penzberg has been dealing with the question of whether the old primary and secondary school should be renovated or replaced by a new building. It is known from studies that the Bürgermeister-Prandl-Schule is by far the largest energy guzzler among municipal buildings. In addition, a social space analysis states that the need for additional classrooms will increase in the coming years due to the new residential districts.

Two years ago, an initial feasibility study on a general renovation and a new building had already been presented to the building committee. Last June, the committee commissioned the Munich-based firm Hitzler Ingenieure to supervise and coordinate the project. This week, the project managers presented their own feasibility study to the city council, which comes to a similar conclusion to the first study.

Condition of the building from the 1950s and 1960s is poor

The condition of the building, most of which dates back to the 1950s and 1960s, is therefore poor, most seriously in the case of the two gymnasiums. But the study also lists significant cracks, outdated windows, dilapidated facades and visible wear and tear for the school building. In terms of energy, the school is in need of renovation, confirmed Jochen Weber from the Hitzler office in the city council. The study also gives poor marks for accessibility and open spaces. The biggest problem is the structure of the building, Weber said. For example, there are classrooms on only one side of the corridors. As a result, there is more traffic space than necessary, significantly higher maintenance costs, higher energy costs and an extremely high proportion of façade area, of which a third could be saved in a new building. The building services also received poor scores. It is "almost from the Stone Age," according to Weber. The control cabinets, for example, are so outdated that they can no longer be retrofitted.

Engineering firm advises against general renovation

Against this background, the engineering firm advised against a general renovation, which, according to him, would cost 49.3 million euros (without expansion). Even a partial renovation, it was said, would not make sense. According to the office, nothing would change in the building structure in the event of a renovation, and maintenance and energy costs would also remain high compared to a new building. Weber also warned that there may not be any government funding for a renovation.

Experts expect a subsidy rate of 32 percent for new buildings

Instead, the engineering firm recommended a new building that would have a longer service life, would be more energy-efficient and would also allow for modern learning environments. It would cost 76.5 million euros, of which the school building would cost 58.2 million euros and a multi-purpose hall 9.5 million euros, including space for an additional one and a half year classes (3.4 million euros). The office expects a state subsidy of 17.3 million euros. That would be a subsidy rate of 32 percent, which is a defensive assumption, according to Weber.

Construction would take about five years

According to the engineering firm, construction could begin in May 2026 at the earliest after competition, planning and tendering. Demolition and new construction would take place in stages until mid-2031 – which would be five years. By way of comparison, the office expects a renovation to take around five and a half years to complete. The office also proposed an interim building for the classes during the construction phase, but this can be omitted.

A decision on renovation or new construction was not yet on the agenda of the city council this week. However, a majority seemed to be inclined towards new construction. It is the "next mammoth project" in Penzberg, said Maria Probst (CSU). There is now a lot to discuss. Of course, the costs are a major concern. One must be aware that the city is now no longer allowed to spend money on anything else, said Markus Bocksberger (PM). Armin Jabs (BfP) emphasized that school is a compulsory task and that one can prepare for this in advance during the upcoming budget consultation. Hardi Lenk (SPD) sounded disillusioned: "I can't imagine that we can handle this." According to Mayor Stefan Korpan (CSU), the next step is to clarify with the government of Upper Bavaria whether a renovation would be eligible for funding.
