Preparations for escalation in Judea and Samaria as well: A significant decision was made Thursday night by the political-security cabinet regarding the relations between Israel and the Palestinian Authority. According to the ministers' decision, within a week the defense establishment was asked to present a plan for a "reversal of the bowl" in Judea and Samaria. At the heart of the plan is a situation in which security cooperation between Israel and the PA ceases and a scenario develops in which the PA security apparatuses begin to act against Israel.
The IDF and the Security Service were asked to present to the ministers their ways of coping in case such developments occurred. The proposal to formulate such a plan was raised in the cabinet by Minister Bezalel Smotrich many months ago. Yesterday, it came after a number of ministers changed their minds in the wake of the Hamas attack, partly because the PA praises the atrocities Hamas has committed against Israel.

Most of the cabinet ministers now believe that we should change our approach vis-à-vis the PA and strive for a situation in which we will not be dependent on it for security. Another reason for the reversal is the resounding failure to buy quiet in Gaza with Qatari money.

At this stage, there is still no decision on when to implement a process of severing dependence on the PA, but the goal of the plan is not to be perceived as unprepared in case such a scenario develops.
