A month after the outbreak of the war, the attorney general wrote to Prime Minister Benjamin Netanyahu on Thursday that it is necessary to return to the legislative routine in the Knesset and make decisions at government meetings.
In the past month, all government decisions were passed by telephone vote without allowing ministers to hold a discussion on them. These were important decisions for the war. Similarly, the Knesset plenum was not convened for legislative changes for the war, but because of the urgency things were made as emergency regulations. However, as noted, the Attorney General wrote to Netanyahu today that after a month and in light of the fact that the emergency routine is before us, we must return to the regular work of the Knesset and the government.

"From a legal point of view – except in very exceptional cases – it will no longer be possible to continue using the tool of enacting emergency regulations," the attorney general wrote to the prime minister, "insofar as it is necessary to expand the government's powers beyond the existing law, it is necessary to act by promoting government bills." She also wrote about government decisions in a telephone referendum: "It is right to reconvene government meetings regularly at this time as well and to discuss the proposals in the king's way, particularly substantive and principled decisions involving economic, social or security aspects. The use of the telephone referendum tool should be reserved for exceptional cases where there is an urgency that makes it impossible to wait for an upcoming cabinet meeting."
