For the next six months, the miners of Senlis (Oise) will be particularly scrutinized by the local authorities. The public prosecutor's office of Senlis, the sub-prefecture as well as the municipality but also its municipal police and the gendarmerie company announced this Thursday the creation of a Local Group for the Treatment of Delinquency (GLTD), targeted at that committed by minors.

An acronym behind which hides a reinforcement of resources but above all a better coordination of these actors, in which social landlords, the National Education but also the judicial protection of young people will be associated.

"This system is centred on Senlis, where we have seen an increase in crimes committed by minors," says Loïc Abrial, public prosecutor. In particular, burglaries, numbered 68 for the first six months of the year, compared to 98 for the whole of 2022. These crimes are too often initiated by minors.

In June 2023, four minors, aged between 15 and 17, were sentenced by the Senlis juvenile court for a series of about twenty burglaries with sentences ranging from ten months' imprisonment with continued detention to seven and nine months in prison with probation suspended for twenty-four months. "If the priority response must remain educational, we must not believe that we escape prison because we are minors," the prosecutor warned.

Senlis tops the list of burglarized municipalities in 2022

According to figures from the Ministry of the Interior, the commune has the highest number of burglaries per inhabitant in the Oise. With an average of 9.3 incidents per 1,000 homes in 2022, these break-ins are more than double the figures recorded at the departmental level last year. Misleading figures for the city councillor. "Since we had very few, the percentage increase is obviously impressive," says Pascale Loiseleur.

However, the elected official concedes a lack of vigilance on the part of the inhabitants. "There is a rather strong sense of security in Senlis, except perhaps in one or two neighbourhoods, which is misleading. People don't always lock their doors or windows at night, so we also need to raise awareness about these gestures. »

In addition to burglaries, damage, insults to the police and drug trafficking — two deal points have been identified in the city — will also be subject to increased surveillance. For this, the GLTD is calling on the inhabitants for help.

"Despite the complaints collected in certain neighbourhoods, we need testimonies in order to be able to impute the facts to the defendants, but it is sometimes quite difficult," says Steve Brihaye, captain of the Senlis gendarmerie company. The prosecutor specifies that these testimonies can remain anonymous. "It's not a question of denunciation," the magistrate insisted. It is a citizen contribution in order to solve these offences that poison daily life. »
