Five years after the Paris call to guarantee security in cyberspace, France and the United Kingdom want to launch an initiative to regulate the malicious use of technological tools. It was announced on Thursday on the sidelines of the Paris Forum. When it comes to cyber warfare, the landscape is shifting rapidly from one model to another. Until recently, technologies were confidential or owned by a few; Now, it is often enough for state or non-state actors to pay to acquire them.
As the state of cyber warfare spreads quietly, new threats emerge with the risk of "proliferation of offensive cyber means available on the market," says one diplomat.
