According to the memorandum of law, the Israel Security Agency will be authorized to interrogate all cabinet members with a polygraph, including the heads of the defense establishment who regularly attend meetings.
In polygraph tests that will be conducted periodically, elected officials and heads of the defense establishment will be asked whether they provided information for publication without authority or permission. The National Security Council said the law was being advanced in light of the many leaks from the cabinet that "harm national security."

In the case of elected officials: "The prime minister will consult with the ministerial team whether to take measures against the said participant, including the possibility of removing him from his position." If there is concern that one of the ministerial staff who is not the prime minister passed on information without authority, the minister will not participate in the consultation held by the prime minister on the matter.
