Rafat Salman, head of the combat support system in the northern Gaza Strip, is a senior figure in the Gaza City Brigade. Salman previously served as deputy commander of the brigade, making him highly knowledgeable about defensive preparations and attacks into Israeli territory. In his current position, he took part in planning the paragliding raid carried out by the Gaza City Brigade in the massacre that occurred on 7 October. Salman was assassinated along with Ghandur and Rajab.

In contrast to the situation in the northern Gaza Strip, Yahya Sinjan seems to be in control of what is happening in the south. This facilitates the movement of humanitarian aid trucks coming from Egypt and entering through the Rafah crossing. The trucks undergo an inspection by IDF and ISA forces and then continue inside.
