The National Insurance Institute is responsible for the treatment of terror victims, including abducted and missing persons and their families.

In the wake of the war, there are other entities that provide assistance at this time and depending on the state of assistance – the Ministry of Health, the Ministry of Social Affairs, the Ministry of Finance, the Revival Administration, and more.

In order to put things in order, we turned to the National Insurance Institute to understand what assistance they provide.

Families of the abductees:

Until the abductee's arrival in Israel: assistance to family members.

First tier: Families are entitled to the entire basket of benefits and allowances granted to families victims of terrorism.These are monthly allowances, ongoing guidance from a social worker on behalf of the National Insurance Institute, and providing responses according to unique needs such as housing, transportation and assistance with special needs in caring for the household (babysitter, household).

This assistance is provided both to the abductee's nuclear family, to the spouse of the abductee and minor children, and to the parents of the abductee.

Second layer: In order to finance the expenses of returning the abductee, the National Insurance Institute transfers a grant of NIS 90,90 per quarter to the family members of the abductee, which are divided between the abductee's parents and his spouse (the law determines to whom the grant should be transferred if there are no parents or spouses. Either way, the NIS 21,<> is transferred to the families). In addition, a grant of NIS <>,<> was given to each of the abductee's adult children, brothers and sisters.

Nefesh - The National Insurance Institute funds emotional assistance for the abductee's family, parents, spouse and children.

After the abductee's arrival:

The quarterly grant of NIS 45,<> to parents or spouses remains in the hands of the families and is not returned even when the abductee returns during the quarter.

The NIS 21,21 grant to the abductee's children over the age of 22 and to his brothers or sisters over the age of <> remains in the family's possession and is not returned even when the abductee returns during the quarter.

As part of the One Soul reform, family members from the first circle of abductees who returned from captivity will be entitled to funding for mental health treatments.

Upon the return of the abductee:

An initial, one-time procurement grant of NIS 10,000.

Monthly payment under the Prison Redeemers Law in the amount of approximately NIS 1,350.

Recognition as a victim of hostilities, determination of disability percentages and determination of current allowance based on the rate of disability.

Caressing as a victim of hostilities, including funding full medical care, both mental and physical, providing solutions for special needs (housing, mobility in relevant cases) and accompaniment by a social worker on behalf of the National Insurance Institute.
