About two hours after the incident began, the Ministry of Communications issued a statement explaining that it was not a cyberattack. "Due to an engineering malfunction in the wired network, the emergency centers are partially inactive. The fault is being addressed. This is not a cyber malfunction." At the same time, the Israel Police said that an examination revealed that during infrastructure work, a malfunction was created in all the flash lines, and not only in the emergency lines.

The Dan District issued a statement during the incident from which the magnitude of the incident can be understood in real time: At this time, the Dan District is dealing with a scenario that we have not encountered since the beginning of the fire brigade – the collapse of the emergency lines (100,101,102) throughout the State of Israel." In response to the situation that was created, fire fighting vehicles from all the stations in the district went on patrol in their sectors in order to reduce arrival times during emergencies and make availability accessible to civilians in the field.

A spokesperson for the fire brigade provided a cell phone number where you can contact the Dan District 102 hotline - 050-643-4011.

MDA also issued a statement saying, "Due to a malfunction in the emergency lines, those who need help from Magen David Adom can contact the phone number 052-7000101 by SMS or WhatsApp message."

The police also operated without an emergency hotline and issued an official statement: "Following a temporary malfunction that is currently being dealt with, the police emergency hotline 100 is inactive. To report an emergency, you can report to your phone by SMS to 052-2020100. In addition, you can use the link to the digital service of the Israel Police: chatbot system, computerized conversation management with the information center of MI 110. https://did.li/moked110".

The Israel Electric Corporation issued a similar announcement, which was published at around 4:30 A.M., indicating that the problem had not yet been addressed as of that time: "Due to a nationwide malfunction in all call centers, customers who are required to report a malfunction in the electrical grid can call the telephone number: 0776103103."
