IDF Chief of Staff Herzi Halevy met today (Tuesday) with the heads of municipalities in the north and presented them with three options for continuing the campaign. The first is an all-out war against Hezbollah. The second is creating a buffer inside Lebanon by means of fighting, in the hope that the other side will reach the understanding that no all-out war is beginning. The third is the enforcement of UN Security Council Resolution 1701, which he claims does not deal with the third option.
"We made a difficult decision to evacuate the residents in the north, and I am full of appreciation for the way you are demonstrating resilience and patience, and allowing us to fight," the chief of staff said at the meeting. "We will plan together the return of the residents and its timing, with the understanding that we will not be able to return to the reality that existed here before the war. For the past eight weeks, IDF soldiers and commanders have been fighting resolutely and defending their homes. We will continue to fight and are ready for developments in other arenas, including in the north."

The heads of the local authorities told the chief of staff overwhelmingly that they would not return the residents if there was no treatment in the northern sector. They also said they would not agree to a solution by reinforcing forces or obstacles. When the chief of staff did raise the issue of obstacles, the mayors told him there was no way they would agree to it.
