The team was jointly established by National Security Minister Itamar Ben-Gvir and Police Commissioner Kobi Shabtai. Senior police officials told Israel Hayom that this is a complex but thorough process in which the National Guard will have to be established and huge budgets guaranteed to the police.

Recommend the establishment of a unified center
In addition, the police recommend expediting the establishment of a unified hotline that will include all the emergency agencies of the police, MDA and fire brigade – in order for emergency incidents to be dealt with as quickly as possible.

The need to establish the new hotline was decided, among other things, as a lesson learned from the handling of the police hotline at the Shai District Police in the phone call made by Gil-Ad Sha'ar shortly after the abduction, which was not handled.

During the conversation, several shots are heard, and the Shin Bet estimates that at these moments, the three abductees were murdered by the kidnappers. The call was not handled properly by the police, who did not rush to report to the IDF and Shin Bet, thus losing precious and long hours before the abduction became known.
