The president of the International Committee of the Red Cross, Mirjana Sepolaric, visited Gaza on Monday and at the end of her visit first addressed the situation of Gaza's civilians under IDF operations. She later noted: "The hostages must be released and the organization must be allowed to visit them safely."

The president's visit was agreed upon following her conversation with Foreign Minister Eli Cohen, who sought to increase the pressure on Hamas to promote a visit to the abductees, a sign of life and the transfer of medicines. Cohen said: "A visit by the president of the Red Cross to Gaza can help exert pressure in order to convey to the families a sign of life from their loved ones, and to promote visits by the organization to them and the transfer of essential medicines."

Prior to the visit, Sepularic met in Doha, Qatar, with Hamas leader Ismail Haniyeh. The official statement of the Red Cross reads: "The organization calls for the immediate release of the abductees, to allow our teams to check their health, to transfer medication to them and to allow them to contact their families."
