Between 2000 and 2020, France lost nearly 40% of its industrial plants with more than 20 employees. Even though the decline has now been halted, this rapid collapse has left its mark. The Ministry of Ecology lists more than 10,000 wastelands in the country at last count. Some sites, such as Heuliez, have escaped this fate and have managed, step by step, to rebuild themselves after their resounding closures.
The law encourages these restructurings, by multiplying the obligations for groups closing an activity. They must rehabilitate abandoned sites, especially in the event of pollution, and if they make redundancies, they must participate financially in the "revitalisation of the territory", they must actively look for a buyer, etc. When respected, these injunctions encourage rebounds.
