Summary. On 13 December, after nearly two weeks of negotiations, the 197 states participating in COP28 in Dubai, United Arab Emirates, validated an agreement that mentions for the first time the need for a transition away from fossil fuels (coal, gas, oil).
COP28 President Sultan al-Jaber, an Emirati minister and CEO of one of the world's largest oil companies, hailed a "historic" agreement. But some countries, as well as several NGOs, stress the non-binding nature of the agreement, and warn that it has fallen behind the carbon neutrality targets set at previous COPs.
