A veritable European sea serpent, the migration pact was once again under discussion on Monday in Brussels. After last week's failure, MEPs and member states' representatives were once again trying to reach an agreement on this extremely sensitive text that should provide a new framework for European migration policy.
One of the main stumbling blocks is the question of the participation of States in the management of asylum applications in order to "ensure a fairer balance between the principles of responsibility and solidarity". This issue has crystallised tensions between Member States since the 2015 wave of migration. For the time being, the so-called 'Dublin' system prevails. Under this regulation, each migrant must register his or her asylum application in the first country of arrival, which becomes responsible for the entire processing of the procedure.
