Despite the objections of Finance Ministry Legal Advisor Assi Messing, tomorrow the government will approve the transfer of an additional NIS 15 million to the office of Settlement Minister Orit Struk. This is how Israel Hayom found out.
The budget is intended for communities in the envelope and north that are defined as communities on the conflict line, as well as for communities in Judea and Samaria, but the legal counsel expressed opposition to its transfer due to concerns about double funding and due to the fact that part of it will be transferred to communities in Judea and Samaria that were not harmed as part of the war. The Minister of Finance intends to bring the proposal to the Cabinet for approval tomorrow despite the objections of the legal counsel in his ministry, with the declared goal of assisting communities in their community aspects through the Settlement Division.

The NIS 15 million is earmarked for community resilience budgets, which are the basis for rural communities, some of which have been vacated and are in need of massive social rehabilitation work. In both the south and the north, mayors appealed to Sarah Strzok that the budgets be transferred despite the opposition of the legal counsel at the Ministry of Finance.
Over the weekend, two senior figures sent letters to Messing demanding the release of the budgets. Asher Davidovitch, chairman of the communities on the conflict line, wrote: "I insist that the budget be released immediately and reach us through the Settlement Division, which is the only body that over the years has professionally accompanied and improved the challenges of the communities and knows how to respond to them."
Davidovitch also wrote: "The Settlement Division is the body responsible for dealing with the communal communities in the conflict zones, which are routinely called 'national priority areas.' There is a congruence between the national priority areas in routine times and the areas of conflict in emergencies and war." Another letter was sent to Messing by Shai Hajaj, chairman of the regional government center, who wrote: "I turn to you to ensure that already at the next meeting of the government, the government will make a decision to transfer the budgets of the Ministry of Settlements in order to invest in the community resilience of the rural communities in the war zones, with all their residents and needs, so that we can ensure their return to their homes at the end of the fighting."
