It is a Christmas present that will only benefit Saint-Denis and Pierrefitte, if they complete their merger project, from 2025. On 19 December, the government adopted the final version of its 2024 Finance Bill (PLF) by yet another 49.3. Inside: the text will open better conditions to "new communes", including the two cities of Seine-Saint-Denis which together will form the largest in Île-de-France (about 147,000 inhabitants) outside Paris.

In particular, they will benefit from an improvement in the "seed grant" (state aid to promote groupings) from €6 to €15 per year per inhabitant, over three years. "147,000 times 15 represents 2.2 million in bonuses from 2025," calculates the mayor (PS) of Saint-Denis, Mathieu Hanotin. He considers that "the situation is now much better than when we had, with Michel Fourcade (PS mayor of Pierrefitte), obtained a favourable vote from our councils" on 20 April.
