Quo vadis, Freising? Answers to the development are to be provided by a new land use plan. The process for this has now been set in motion by the planning committee.

Freising – The city of Freising has an integrated urban development concept, a mobility concept, a noise action plan, various local development plans, a densification study, a climate adaptation concept (KLAPS 50) and the urban development plan STEP 2030. And, of course, the city has a land use plan. However, it dates back to 1998 and is completely outdated in many areas after 25 years. Now the planning committee has given the go-ahead for the establishment of a new FNP - a project that "still involves many procedural steps" and will therefore take quite some time, according to Lord Mayor Tobias Eschenbacher.

The base explains: What are the goals for the new plan?

Jonas Bellingrodt from the city planning department showed the city councillors why, on what basis and with what goals they are now starting to draw up a new land use plan, which will then represent the central basis for further urban development. The current FNP dates back to 1998 and has undergone repeated changes in some areas over the past quarter of a century. In addition, the framework conditions have changed significantly over the past 25 years. Just two keywords: 3. Runway and climate change.

According to Mayor Eschenbacher, the basis for the new land use plan was primarily the Urban Development Plan 2030, but also numerous other concepts and plans that dealt with the future of the city. According to Bellingrodt, the requirements for a new FNP are the review of building site representations, the review of environmental protection concerns, the consideration of the paradigm shift between internal development and external development, and the incorporation of international, national and city-specific climate protection targets.

Minimizing conflicts and remedying undesirable developments

For Freising in particular, this means that the new FNP is intended to minimise conflicts of use between commercial and residential, to activate inner-city areas for residential and commercial use, to remedy undesirable developments, to adapt the urban structure to future natural hazards, to preserve, secure and network open spaces, to strengthen the city centre, to establish land use and recreational use concepts in the Moos or to integrate the mobility concept.
