Missed goal. A year after it came into force, the latest prison reform, which aimed to deconstruct the scale of sentences - by making the shortest sentences almost outlawed - and to speed up the flow of prisoners, has failed to empty prisons. On December 1, 2023, the counter showed 75,677 inmates - for 61,359 operational places - a record. An increase of nearly 4% compared to 2022. Prison overcrowding has never been so high, with densities reaching 150% on average in remand prisons. The number of mattresses on the floor reached 2748 in 2023, an increase of 28.8% in one year. Since 2013, successive reforms, which aim to make prison an exception, have not changed anything: neither Christiane Taubira's law of August 2015, nor that of Nicole Belloubet of March 2020, nor that of Éric Dupond-Moretti of December 2021 have gotten the better of a scourge that nevertheless undermines one of the primary missions of the administration...
