The committees of nine localities of the Sdot Negev Council, associations and members of the plenum issued a scathing letter to the ministers, stating that "in light of the unilateral dialogue taking place over the heads of the leadership in the Sdot Negev communities regarding the return of the residents to their homes, and the declarations regarding the opening date of the education systems, we hereby announce that without accepting the conditions detailed below, we will not be able to return to our communities."

In addition, a number of conditions were set that the residents demand: among other things, an explicit announcement by the defense minister and the prime minister that they take responsibility for the residents' return to their homes, a promise that the security threat has been removed, with a clear and predictable price tag for any security incident in the area, and the provision of emotional and mental treatments to the entire population.
