Congress enters discount time to approve the Omnibus Law.

The negotiation with the Government is already underway but to seal the agreement and guarantee the votes,

the ruling party still has obstacles to overcome:

specifically, resolving the chapters on

privatizations, withholdings and the liquidation of the Sustainability Guarantee Fund (FGS). ) of the Anses,

among others.

In addition, the opposition demands that the debate on the penal, electoral and civil code reforms be left until March.

Libertad Avanza only has 39 deputies - counting Carolina Píparo's bloc - out of 257. The magic number to start a session and maintain the necessary majority is 129. Discarding the 102 from the Frente de Todos and the 5 from the Left - which They will oppose everything -

the Government has a tank of 150 in which to fish.

But

the atomization of the opposition makes the task difficult

.

With the dissolution of Together for Change, the dialogue opposition was distributed into four majority blocks: the PRO, the UCR, We Make the Federal Coalition - led by Miguel Ángel Pichetto - and Federal Innovation, which responds to the governors of Salta, Neuquén, Misiones and Black river.

At the same time,

each block is not so buckled

either.

Inside, different currents of thoughts and loyalties coexist.

There are those who respond to party leaders, governors or their own political capital.

This weekend, for example, the radical national convention led by Gastón Manes, issued a harsh statement and asked the UCR to have its own opinion.

Many saw it as a preview that his brother, Congressman Facundo Manes, will not accompany the project, and there are doubts about how many it may involve.

In Hacemos, Margarita Stolbizer and the socialists hold a more critical position than the rest as well.

The truth is that

the ruling party needs at least a portion of all the blocks

.

This being the case,

it faces a multiplicity of interlocutors

and is betting that out of that total of 150, the diaspora of rebels, among all the parties, will not exceed 15 deputies, which would give it a floor of 135 votes.

"For the general approval of the law we should reach 135 or 140 deputies. In the votes on some particular articles we know that it will be head to head," acknowledges an official.

That will depend, precisely, on the remaining negotiations.

With the outline of changes that the Minister of the Interior, Guillermo Francos, and the president's advisor and right-hand man, Santiago Caputo, brought to Congress on Thursday,

a path of agreement was opened that remains to be closed

.

The issues that remain to be agreed upon

In the broadest stroke, all the benches ask to remove from the law

the chapters that include the electoral reform, judicial reform - from the trial by jury to the toga and the hammer - and the civil code.

Some, like the Pichetto bloc, include changes to the fishing law, culture, education, and environment in the list of topics to be discarded from this discussion.

Until now,

the Executive only announced that it would issue the title on health and the proposals for a single-member constituency system and reform of the Chamber of Deputies.

But among what remains, for example, is the elimination of the PASO.

No bloc wants to remove them, although there are proposals to "improve" them: that they are not mandatory and that the State does not pay for them, for example.

Among the agreements that were left halfway are withholdings, privatizations and retirements.

"I am not going to accompany the increase in withholdings

," the governor of Santa Fe, Maximiliano Pullaro, tweeted this Saturday and thus joins the sentence of Martín Llaryora from Cordoba.

Although the government backed down on raising withholdings on regional economies, it continues to increase soy by-products, such as flour and oil, from 31% to 33%.

They assure that this also goes against the incentive for production and added value.

"It would only add less than 400 million dollars to what the National Government is collecting but with the risk of losing those current markets and going to collect 0," he stated.

This Sunday there will be a decisive meeting of the 10 governors of Together for Change with block heads

.

"The leaders are more than on alert. They see that the Executive wants to raise money and leave the provinces emaciated," they say.

Regarding privatizations, the Government

eliminated YPF from the list of the 41

that it wanted Congress to leave subject to privatization.

But radicalism also calls for removing

Banco Nación and the Hacemos bloc, adding Arsat,

Nucleoeléctrica Argentina and Yacimientos Mineros de Agua de Dionisio (YMAD).

"They are strategic and contribute to sovereignty," they highlight.

It also asks that it be specified how the privatization treatment of the others would be.

The government wants to reactivate a bicameral parliament to give it a more institutional appearance.

For some, there is little taste and they ask that "privatization for privatization's sake" be debated.

Although the retirement issue is on the way to being resolved: the Government promised to leave the current formula or take the proposal to update by CPI, there is another less attractive but extremely conflictive issue: the proposal to liquidate the Anses Sustainability Guarantee Funds.

Opponents ask that it be removed or changed.

It's a 30 billion dollar box.

The provinces ask that the debts of the provinces of the pension funds not transferred from the 13 provinces that have not yet done so be resolved beforehand and that the more than 300 thousand lawsuits be resolved.
