Former mayor Yona Yahav today revealed his plan for the renewal of the city, the purpose of which is to strengthen the sense of security and safety of the residents Yahav states that he intends to encourage the rapid promotion of urban renewal programs alongside new construction, which will provide the apartment owners with MMDs.
This is significant news for Haifa, where in the last five years the momentum of development has stopped, and almost no urban renewal projects have been promoted there.
Although urban renewal is relatively young in the country, many plans remain in the pipeline of the engineering administration in the municipality, and thousands of families are left without protection solutions against earthquakes.
The "Iron Swords" war raised awareness of the need for a rapid promotion of urban renewal, as the metros being built as part of these projects are considered the most advanced solution against Hezbollah's threats to fire missiles at Haifa.

"There is no reason to delay urban renewal and I intend to push it forward with full vigor as soon as I return to my position as mayor," says Yahav.
According to him, upon his return to the position of mayor, the construction boom in the city will be renewed, and will also include the construction of new neighborhoods and urban renewal in the old neighborhoods.
In his view, the promotion of urban renewal programs on a large scale will encourage young families to live in Haifa, as they will want to work in the new employment complexes, which include tens of thousands of jobs in the world's leading high-tech and biotech companies.
• Within five years, 22 thousand new apartments will be built and another 20 thousand apartments in urban renewal.
This is of course regardless of the promotion of renewal and evacuation-construction plans, which are expected to add tens of thousands of new apartments in the following years.
• Setting a quantitative target of 30% building permits for urban renewal from the total number of building permits in 2024. Each year the target will increase by an additional 5%.
• Until the construction of the MMDs as part of the urban renewal, hundreds of mobile MMDs will be deployed in educational institutions and public spaces to provide security to the residents of the city when rockets are fired.
• An independent administration will be established in each neighborhood with potential for urban renewal, which will be responsible for promoting the projects.
• A professional forum headed by Yahav will be established, which will include entrepreneurs, architects, economists, public representatives and academics to shorten the bureaucratic procedures and to solve specific problems in existing projects.
• A green and fast route will be promoted for both entrepreneurs and residents who want to promote urban renewal programs.
The municipality will be a full partner in this, and Yahav intends to be personally involved in this.
• The infrastructures involved in the development will also be guaranteed in every new project that will be built.
The entrepreneurs will take a significant part in environmental development, such as the establishment of educational institutions, community centers, amusement parks, etc.
• A policy will be implemented that ensures the balance between the needs of development and the needs of the environment. Today, the old railway buildings occupy a large part of the land. When urban renewal is carried out, these buildings will be built to a height, And so there will be a larger free space for public gardens and green areas.
