Nine times the ombudsman, Gali Beharev Miara, requested an extension in submitting her position on the High Court issue against the amendment that stated that the approval of the Prime Minister's dormitory expenses would be transferred to Netanyahu's confidante, Director General of the Prime Minister's Office Yossi Shelli.
The petition, which was submitted in March by the editors Judges Gilad Sher and Gilad Barnea of the Civil Democratic Movement attacked the amendment to the rules. This amendment expropriated control over the supervision and financing of the Prime Minister's dormitory expenses from senior officials in the Prime Minister's Office, and transferred it to the Director General of the Prime Minister's Office, Yossi Shelli. Contrary to these factors - And among them the Prime Minister's Office counted, the spokesperson and the Deputy Director of the Ministry - the Director General of the Prime Minister's Office Yossi Shelli holds a position of trust, which depends solely on the Prime Minister.
The ombudsman justified the delay by saying that it is difficult to get hold of Yossi Shelley and Prime Minister Netanyahu because of the war.

On the previous occasions, the ombudsman explained that the draft response to the petition that she requested to be submitted to the High Court is in the stage of commenting, and due to the war it is difficult to reach Yossi Shelley and Prime Minister Netanyahu. However, now, the advisor justified the postponement request as follows: That despite the many efforts made by the respondents in order not to need another extension request, and despite considerable progress made in the preparation of the draft response, there are still a number of issues that require further clarification.
Therefore, and bearing in mind the heavy burden imposed on relevant parties among the government's respondents, an additional extension is required." In conclusion,
the consultant writes: "These days, the legal counsel to the government is formulating a document of instructions regarding the interpretation and implementation of the Finance Committee's decision that is the subject of the petition, and its completion is expected in the coming days.
This document will be attached as an appendix to the response of the respondents, this in order to place before the honorable court a factual foundation as recent as possible."
