The salaries of managers at public institutions are impressive – so far.
That should change in the future.
Frankfurt – How much directors at ARD really earn has been increasingly discussed against the backdrop of the Schlesinger affair at Rundfunk Berlin-Brandenburg (RBB).
A report on broadcasters' financial issues highlights another aspect.
He asks about the appropriateness of this sum.
The state governments want to get a precise overview of the financial situation of the public broadcasters.
For this reason, the Commission for determining the financial needs of broadcasters (KEF) carries out an investigation every two years.
And she looks very closely every time.
After all, the monthly broadcasting fee largely finances public broadcasters.
Above-average salaries at ZDF and ARD: interim report reveals details
In its 400-page study, the KEF always makes recommendations on the level of broadcasting fees and provides a detailed interim report.
The salaries of the managers can currently be found.
The level of remuneration for the directors and directors of the institutions is quite remarkable because it is above average, it says.
The KEF therefore wants to create a common framework in the future that will be applied to the remuneration of executives.
There should also be significant reductions.
Changes must also be expected in middle management: clear rules for the remuneration of middle management should be established in the future.
Almost half a million euros a year: directors receive huge salaries at ZDF and ARD
According to media reports, around 24,000 employees will have worked at the broadcasters in 2022.
As the KEF's investigations show, there are said to be 335 employees who are paid outside or above the collective agreement.
Members of the management team of public institutions should receive gross salaries in the range between 245,000 and 414,000 euros per year.
A famous example of above-standard wages is ZDF man Jan Böhmermann.
The presenter of the show “ZDF Magazin Royale” and the podcast “Fest & Fluschig” is apparently paid handsomely for his work – supposedly even better than director Norbert Himmler.

Likewise the ARD boss: Kai Gniffke is said to earn as much as Chancellor Olaf Scholz.
In addition, the directors are supposed to receive horrendous remuneration.
These vary between 156,000 and 270,000 euros.
The 272 employees who receive non-tariff and above-tariff salaries range from an annual gross wage of up to 172,000 euros.
From the KEF personnel concepts
It appears that remuneration varies greatly between individual institutions.
The only thing they have in common is the fact that the level of remuneration is higher than in the public sector.
According to the
KEF's
22nd report, the overall remuneration level of the public broadcasters BR, HR, SR, WDR and ZDF was well above average.
